I am an amateur when it comes to these things, and have been building freak bikes and Tall Bikes for only a few years, so obviously I make many mistakes and bodge jobs every day! What's a Tall Bike?
Tall bikes are a form of unusually tall bicycles, and often have unique variations. No two Tall Bikes are the same, and they are not commercially manufactured, yet they can be built by professionals or amateurs alike.
A tall bike can be two frames welded on top of each-other, or even 6 frames high. All that counts is that it's taller than usual and works (usually).
As for being road legal, it really depends on how safe the tall bike is, and whether it has working brakes, gears and steering etc. I've been riding Tall Bikes for 3.5 years now and have never been stopped for riding on the roads, despite having some pretty weird stares from bystanders.
Tall Bikes can be made from road bikes, fixies, mountain bikes, BMXs, tandems, tricycles, and even toddlers' balance bikes. You can mix and interchange the parts as much as mechanically possible; the first few tries rarely work. Most of my Tall Bikes have been rebuilt at least twice, with a lot of trial and error in-between.
When an adult frame is welded onto a smaller kid's frame, they are usually referred to as a "Small Tall", as opposed to a "Tall Bike", as they are not as tall as most. But they still count as Tall Bikes for the kids, and an equally great challenge for an adult to try and ride them, with such small crank arms and steering.
